Im trying to imagine what would prompt that in this era of competitive institutional rankings. Curious, do you think any profit igoal is acceptable? Or, do you also join those who only want non-profit OA?

It's a classic collective action problem. That's why it's in their benefit to get together so as not to be preyed upon one by one. If all the big ones got together, and a good chunk of the mid-level ones, it would pull in everyone. Rank by open-access publishing instead!

There have to be enough OA journals first in each subject. The ones without fees that is, as

Announce that only open access journals will be considered for tenure decisions. And put a limit on payment for open access—Something proportional to the actual cost rather than hefty profits.
