The conditions under which races are outstanding should also be very clear and consistent across the country. From a foreigner's perspective it's very weird to watch the different standards used in different states.

States have broader jurisdiction than the Federal Govt of US. Constitution Amendment 10t: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people."

The United States government is a government of limited jurisdiction, states are governments of general jurisdiction. Disparity between states is to be expected, except to the degree that maybe some things (things that work) should be the same the world over.

One of the big problems in Florida is that Supervisor of Elections is itself an elected office. Politicization is almost inevitable when vote is close (though our county is fortunate to have an SOE who is very competent and nonpartisan).
