Most Gulf Coast TX residents knew what to expect during Harvey because of Allison, and new people were informed. When the new people complained they weren't told they were lying. Lots of talk back home about arrogance and not listening about them.

Still, anywhere with thunder storms, flooding knows what this is. It's just magnified. The problem isn't local knowledge of what to do, but gov't inaction and arrogance despite it. Very different things.

Roughly 2/3 of annual rainfall just inundated some areas in 18 hrs. OF COURSE there is no guidance. No place, even routine monsoon regions, can handle a years' rainfall in 4 days (why do you think Harvey flooded 1/3 of the massive state of TX??)
