If Russia was communist for a long time then there would be no copyright during that period right? Would that mean all the paintings from then are public domain? Can a country just go, "Oh uh yeah sorry we meant to copyright things but had this craaaazy 50 years there."

There was actually all sorts of stupid things that went on. But if I remember rightly the govt basically held copyright for themselves, and as the US didnt recognize that shit, Soviet IP was basically plundered as far as possible by the rest of the world.
