Only use JavaScript for things HTML and CSS can't do.

Some people definitely do, and prefer it. There’re pros (and cons) to JSifying CSS. Especially with styled-components and Emotion. CSS *becomes one* with a component. Even with CSS in JS, the roles that HTML and CSS play can be very distinct.
