I have a cultural observation regarding the US's quarantine efforts and my experience as a painter. For background, I wear surgical gloves while I paint and have been doing so for years. I also do a lot of painting outside, which is the main reason I wear the gloves.
Well, I'm American so I'm only talking about my experience as an American in America and not extrapolating to any other country other than say Japan and Sweden where they're doing the inverse now. But, I think a main difference is Europeans trust the gov a lot more.

Japan and Sweden are probably good examples of your point in general, but Japan is currently in their second wave and running out of hospital capacity because they underestimated the first. Sweden's handling (partial lockdown) is, well, controversial at any rate.

But I think you're probably right that there's more trust in the government in much of Europe - or at least willingness to do what the government says. (But then our governments seem to be putting out more consistent messages than the US's in the first place…)
