Then, a Colorado company selling to the CO state couldn't be stopped? This is also why the National Guard should be separate from the US Army.

So looks like there's precedent in stopping a federal agency from going past its Congressional mandate. FEMA's job is to arrive and assist states recovering. I'm pretty sure nothing in its mandate involves confiscating state property. They are supposed to *bring* resources.pic.twitter.com/HIt22DjKB9

If the EPA had to justify with documentation their extension of green house gas emissions was within Congressional mandates, then FEMA should have to do the same thing. EPA couldn't keep it secret, for the same reasons FEMA can't now.
