It's literally hiding the math of the 2T bailout so that people don't question whether these companies should get it and how much they get.

It also says your small business needs to be in business for 1 year prior to the act, and that your credit score will be used to determine loan fitness, plus other conditions. No provisions for whether an airline has to have a minimum stock or credit score.
