It’s easier if you move to a more remote are, and one university is really remote but still great.
I've been looking at advanced art degrees and it looks like Australia is the one place you can get a Ph.D. in painting and the universities are highly regarded and not very expensive. It also seems like moving there and becoming a resident isn't that hard.
