Sigggghhh, no that's not true at all. That's only in a civil case. In criminal court the government can just prosecute for the crime especially in conspiracy cases.
So why do you think this should be a public case? If there is clear fraud done for financial gain, there should be a victim.
No, there should not be a clear victim, because faking your death is literally illegal without a victim, just like a whole ton of illegal things. Why are you defending an artist when you wouldn’t defend similar behavior from a banker, politician, or technologist?
