"modern cmake" sounds weird. It's not even that old, is it? People stick "modern" on anything these days, as if that makes it better by default.
The breakpoint I’ve seen is that there is a shift toward targets with private/interface/public stuff like flags and include paths, and most recently scoped target names like Bleh::bah.

This is quite different from the 2.x kind of “globally do everything” approach, and is quite lovely if you’re stuck using CMake for reasons.
