If Paris can do it for 96% cheaper, I don’t know what the retort would be to just hire their contractor for SFO. Quick math shows they did it for just under $16k/yr with 420 toilets...but then again that was a private company

In SF, it’s certainly not a cost issue Everything revolves around zoning and that any new construction is somehow impeding something else A few months ago, a new apartment building was rejected because it blocked sunlight exposure of a park by ~.3%
