I'm going out on a limb here and saying more regulations are a necessary part of an increasingly specialized society. On the one extreme where everyone is a hunter/gatherer, everyone knows the same stuff everyone else knows, so "rules of thumb" are enough, because /1

The more specialized knowledge exists in a society, the more there will be occasions where some subset of the population knows something that's *important*, but unrealistic to try to get every last person to understand the reasoning behind. /3

E.g. Is it realistic to get your average joe to know enough about epidemiology to understand "herd immunity" and why vaccinations are important? Except at a cartoonishly simplified level, not really. /4

That doesn't mean that it's not valuable information that's worth building regulations around. Anyhoo, I think the more specialized-but-important information a society has, the more regulations will be required. There's a Laffer Curve here somewhere, I'm sure. /end

I'm fine with actually-important info being memorialized in regulation, but the ratio of actually-important info to nice-to-know information being memorialized in law is atrocious.
