I'm going out on a limb here and saying more regulations are a necessary part of an increasingly specialized society. On the one extreme where everyone is a hunter/gatherer, everyone knows the same stuff everyone else knows, so "rules of thumb" are enough, because /1

There also seems to be a healthy dose of the declining sense of personal responsibility with this mindset. People used to believe they could rely on themselves (and others) to mostly attempt to do the right things...not as much these days. Thus default to "police us, please!"
