I think that people who deal with complex systems have seen first hand how what seemed like a simple solution caused a complex set of reactions such that some unforeseen behavior emerged. I think most people think that their intentions will be carried out.

Most of these older buildings you're talking about are properties or land sites that are not feasible economically to redevelop. For instance, you likely are limited in height and have parking requirements that would force you to develop subterranean (costs would explode)
