Every time you manipulate demand and supply you state to the world that you are smarter than the market. Something that never works in the long term.

In the housing market you manipulate it twice, on the credit level (to build housing supply) and the rent level (to control demand). Even with good intentions of wanting to smooth out cycles you cannot control this complexity if your really honest.
