This is true in the pure economic sense but not as true when you consider the current facts on the ground for zoning/NIMBYism/building restrictions as it stands now

Think it's more about present constituents vs future. Rent control privileges current occupants at the expense of new renters, by (massively) driving up rents in the spot market.
