I would fully agree with this were it not for Prop 13. If we are going to give you a permanent tax subsidy for owning property for a long time, then it seems reasonable to control the cost borne by your renters as well.

Something you may not know: currently, there is no law in California preventing owners of an asset to set prices for its use.

At scale yes, small time landlords should be able to run their business as they please but it would be a little scary if a corporation somehow owned a majority of 1 bedroom apartments in an area-for example
