WTF does “on the table” mean? Biden can’t criticize any policy outcome unless a solution is “on the table”? In any case, the plain meaning of his words is not what you claimed.
Meaning, no politician is suggesting that carryforward losses be eliminated, because that would be an insane thing to do. And that’s the only way for Amazon to have paid meaningfully more taxes. So if the policy can’t be changed, he must be criticizing the company.

It's also not "insane" at all to limit carryforwards. There are many many situations now where losses can't be carried forward.
