Societies have been figuring out (and arguing about) tax rates as long as there have been societies. Nothing new here.
I think there’s confusion here. Society can talk about what companies should morally pay in terms of tax rates, and then encode those in law. But once those laws are in place, there is no difference between the legal minimum and the moral minimum.

But societies can (and do) change their collective minds. I see what you're saying, but I think you see what I'm saying too. Laws are basically a lagging indicator of majority morality (ideally, anyway, in a liberal democracy).
