what should we do with the 4.1%, then? unless you have some super secret machine that tells us exactly who that 4.1% is and who is not, fairness dictates what the 4.1% gets should also go to the 95.9%. easy to grandstand and moralize, infinitely harder to execute.

Perhaps not putting people to death, permanently, could help reverse bad decisions once revealed by time and appeals.
