Paternalism with a dash of the soft bigotry of low expectations. The implication being that poor people are incapable of paying off their statement balance and would necessarily be subjected to the rate. Maybe, just maybe, this card could be better than no credit at all.

I would be curious to see the numbers around how much gov-facilitated credit for the people with bad credit contributes to the deficit... At first thought it seems that there would be bigger drains on the deficit
