Exactly. In the case of our wholesale business, we split the cost with our customers. Retailer will let us increase a few %, not the entire 10. We eat the difference. For e-com, we pass the whole cost on to our customers

Barro refers to "consumers" not "businesses". Walmart, for example, probably passes most of the tariff along to consumers. OTOH, Caterpillar is coping with steel tariffs by: increasing prices, reducing steel content in their machines and laying off American workers.
