Right. I'm not saying either of those are a) necessary, or b) the "right" number - but human societies have always been built on useful-but-arbitrary numerical heuristics like these. /1

It's not revolutionary to propose either a) scooting existing numbers around or b) proposing new such numbers where they don't currently exist. Such is the stuff of human governance. /end
