If you can guarantee leadership my a highly competent, benevolent dictator, that is definitely the superior option. In practice though, centralization gets you greater variance - higher highs, but lower lows.

Or said another way, democracies are less efficient but more robust than dictatorships. Dictatorshps are more efficient but less robust.
