They might have discovered after driving for a long time that driving at a certain speed (10 under permissible in most occassions) is more economical in terms of gas consumption.
I’ve noticed a consistent trend of Uber/Lyft drivers going ~10mph under the speed limit. Absolutely maddening. Are they programmatically suspending drivers for speeding or something?

The math doesn't work that way unless you can't get fares. Even if avg speed limit were only 20 MPH, you'd still make double on distance what you do on time. (I've noticed this trend too, and feel road rage from it at least daily)
