I wonder how much of that $400B is wasted be spectacularly inefficient nonprofit organizations with poor (or no) incentive structures. While almost certainly more efficient than government, there is a missing piece to this equation. Donations should be given with a mandate/plan.

The USA has grotesque health outcomes, lead and mud in drinking water, but can afford multi-trillion wars. That's only because the middle class pretend they can be "above" politics. *Politics* is interested in you: you better change your society so people participate.

As our elected representatives set the tax rates, one could say that the money is already democratically accountable, and that democracy has said that its benefit should go to Amazon.
