Yes. You can use IAM conditionals (forget the exact term) to restrict permissions to console or api
Would be cool if AWS had a 'CloudFormation-only' mode, which made UI read-only to force changes to be made via CF. @anilsdomain

Couldn't this be done through locking down access to all infrastructure mutating changes on a given account via IAM to every service except cloudformation?
