The confusion here is that anger mobs aren’t temporary ad hoc bodies. They’re permanent groups with fixed members, like Congress or Historic Preservation committees. I’m not sure that normal people get angry about things. Mobs get angry about things.

I suppose if you define a mob so as to mean all people angry about the same thing, but to me that loses all meaning. eg, when a police officer kills a non-violent black man, people have all kinds of reactions, including anger. But not because they’re a part of any coordination.
