Whose responsibility is it to enforce such a rule? I'd imagine either the media, or individual advertizers have the ability (or should) to enforce such a policy.
Either 1) A pact: have a bare-bones code of basic human civility that every major media company can sign. And stigmatize those who do not exhibit such basic decency. 2) Government regulation to prevent profiting off of suicide. Frankly I'd favor starting with step 1.
