It's not whether anyone prevented from voting, but just exactly where did he ballots go and what chain of custody. AND how many became discouraged and never voted ad all because of the sudden issues that should have never occurred?

Machines not working means people weren't prevented from voting? People were given defective ballots. The machines weren't working. How are voters supposed to know if their ballot counted when the equipment and the process was not working?
