Consciousness and intelligent life may very well be a common thing across the vast universe, it is even the best assumption.

It is surely rare compared with the amount of suns that waste precious energy on a vast nothing out there. Imagine a space to live where the recourses one planet can provide is not the final boundary to growth. Where wether living space nor agriculture land is limited...

Again, we humans have no proof that life and consciousness are or aren't a rare occurence in the universe. A consensus is growing among astrophysicists that the odds favor such occurence.
This being said, the rest of Elon's thread makes sense.
Or maybe some people have proof, but they keep it a secret. Its also extremely likely that our universe is not alone, and who knows maybe someone contacts this planet from another universe. Technological telepathy was found in 2007, and now Elon slowly publishes it for everyone.
