Non-US observers of this debate should of course bear in mind that these sediments don’t apply so well to AU/UK/EU 3-4 year PhD programs, after which postdoc experience is often required to reach parity with US peers

So needlessly callous and officious. Let the reviewers ignore longer rebuttals if they want to. Why not have some empathy and forgiveness for the grad students that put in all the work?

Reviewers can stop reading when they want; why inhibit the authors? Reviewers are bad at saying what's most important. Authors' enforced-short guesses are doomed to fail. I lead with a general response < 500 words, and follow with point-by-point responses to each reviewer.
