If you really want an answer, the reason is that the pardon power, according to the Supreme Court, is unlimited. As a result it can't be a crime to offer a pardon. Though it can be a "high crime or misdemeanor" which is an entirely different thing.

This cannot be true. None of the president's powers may be used with corrupt purpose, e.g., he can't sell pardons.
