Hmm not sure that is technically accurate. The http-over-quic spec is an almost direct mapping of http/2. Think of quic as a substitute for tcp that is Layer ~4.5.
Oh what; apparently Mozilla is now referring to QUIC as HTTP/3. HTTP moving to UDP is an interesting development.

However there seems to be general expectation within httpwg/quicwg at ietf that something called “HTTP/3” will come sooner rather than later.
