To web devs our there: How do you manage complex animations that can be interrupted, re-targeted, cancelled etc and avoid state machine bugs at the same time?

lmao - using state machines! :D :D There probably isn't any better approach; you could write a state machine, and then visually test using a pathfinding algo to trigger all transitions .
