Uhhh, ok. Dilemma time. IE10 has like ~3-5% market share. Should be supported by general purpose tools, even if it significantly impacts the experience on all other browsers?

no. if IE10 support was possible with incremental effort and didn't disadvantage other users, yes. But supporting IE tends to degrade non-IE experiences.

yes for websites/brochureware no'ish for apps - in my experience. though my experience is tilted, most apps i've been involved with rely heavily on at least some bleeding-edge features
