Naah it’s a new thing introduced with OpenType 1.8. It’s basically the equivalent of having multiple fonts compactly stored in a single font file https://fontkit-demo.now.sh (demo)

and these are just the beginnings. Type designer can define all sorts of axis which then become adjustable. Even things like scalable descenders would be possible :D
