Ah right, so the fastest time to render we could get should be in the initial 1kb payload - can only be HTML + CSS, and not a lot even hah
fun fact: sending choo + every single CSS property in the spec over the wire fits within 1 TCP frame and leaves 20kb for the actual app

Can imagine a tool flow of choo + sheetify -> static HTML + CSS -> HTML with inline CSS for initial load which then pulls in JS/CSS bundles

you'll get packet fragmentation when sending > MTU though. what you wanna optimize for is that (roughly 1kb)
