API tokens are bullshit and don't let anybody tell you otherwise.

@noffle I think that's fair enough. If talking to a centralized service I think changing rate limits for API tokens might be reasonable
@noffle access without rate limiting on centralized services is unfortunately really problematic :(

@yoshuawuyts I can submit as many requests as I'd like to any website designed for human viewing, but not API endpoints. This seems strange. -
