The main issue is that mocking is very language-dependent, and you risk to mock too much or too little, so provide a good way to do it isn't that easy.

What would a mock database offer over the actual database running locally with mock data?

This is a good question, I think it depends a lot on what you need. Do you need a state stored somewhere? Can you boot your infra every time you want to run a test? Is having a scripted response enough?
