I've found flash cards useful as compact topical summaries I can stash away and return to, basically summary notes broken up into cards instead of sheets of paper. I've found them less useful when following the traditional "question on front, answer on back" format. YMMV :-)

I've found they helped. Doing a spaced repetition system for learning is good. I also kind of developed a method in HS to cram new things on flash cards out of necessity if you're curious about that. Also depends on what you're trying to learn

For Japanese I used wanikani quite a bit and I think it's a fine solution. My friend swears on Anki cards thought.
