Is making a CLI in rust pretty productive these days, if you're just like calling an http api and printing out a table of the results?

Yeah, fairly! HTTP is a bit more complicated since it'll often touch async Rust which has its gotchas, but other than that most CLI needs are well-covered!

Actually, perhaps I should rephrase that. I think it has a better CLI story than most comparable languages. I guess I'm deep enough in that I tend to focus on the shortcomings, but I'd pick it over other options.
