Is making a CLI in rust pretty productive these days, if you're just like calling an http api and printing out a table of the results?

Yeah, fairly! HTTP is a bit more complicated since it'll often touch async Rust which has its gotchas, but other than that most CLI needs are well-covered!

I don't know enough, yet, about Rust to know this, but do Rust streams share the same problems as .Net streams: primarily the question of who allocates buffers, especially when intermediate Streams must allocate new ones for any reason (e.g. encryption padding).
