So one of the things that freaks me out about futures-timer is that I get scared of hand-implemented lock free data structures, especially without comments. Is there somewhere I can look into the details of how it was implementated to settle my anxiety?

Oh, I didn't write that code — just maintaining Alex Chrichton's work now, making sure it's up to date, working, and debug if need to. But luckily we haven't had any bugs with it that we know. Wish I could help more here, but unfortunately don't have anything more (:
