You have a point, but Bitcoin scales O(1) to the number of transactions. Also, with the current Lightning Network layer 2 solutions, you can't even tell how many transactions there are. Which is a feature. Finally, how much energy do the current solutions use? Do we know?

Whenever people say this, it’s a really weird way of trying to say that Bitcoin uses that much energy even if it’s idle, as if that’s somehow better than if its energy use correlated with usage.
