(I'm poking at a crate I didn't write, and making changes to it -- saving the file caused rustfmt to rewrite a bunch of these statements and now rustc is complaining they import private modules)

all it's actually doing is removing the first :: in `use ::proptest::...`, and this breaks all the tests

I feel like I've run into this before while Rust 2018 was in beta. I believe Rustfmt has assumptions about using `crate::foo` instead of `::foo` in the 2018 edition.
