Has anybody thought about whether it would be possible to create a new type of permissive OSS license that would prevent cloud vendors from forking the code and making it into a service? Is this possible? like "MIT - AWS"

I mean: if I can freely use code for my projects, contribute patches, all the jazz — then cloud vendors not being able to re-sell the same thing as-is would not interfere with that. Very much outside the OSI definition.
