Haha, I'm not one to write RFCs, really -- but maybe this is something actually useful to pick up? I think step 1 is to pass this by the libs team, and check if this is actually correct. If there have been decisions made since that we've missed , it'd be good to check first.

Yep, totally! In the process of pinging the right people right now to verify this is correct. If it is, then next step is a pre-RFC, which we can postpone till May ^^.
