A severe problem in @discourse forums is that people perceive flag-hidden posts as moderator action, while they are _actually_ a form of community self-control. If you get flagged by users multiple times, your post is hidden. If the post remains, mods took _no_ action.

Out of curiosity, what do you use Discourse forums for where this is a problem? The only place I've used Discourse is for internal company forums, where the relationship between users and mods is very different.

we have http://internals.rust-lang.org for discussions about the project itself, e.g. coming up with new RFCs or discussing compiler internals (we have a separate forum for users asking for help) Discussions can get contentious

A little (i) info tooltip explaining how this mechanic works could be helpful. GitHub uses this mechanic in a few places to add more context where people can get confused.
